Where could a 12 digit phone number, with the first 3 numbers being 447 come from?

I got a call this morning from someone with 12 numbers in their phone number. They called my cell, it rang once, then they hung up. The first 3 numbers were 447 and the next 3 were 914. Where could this be coming from, and why did the number have 12 digits?Where could a 12 digit phone number, with the first 3 numbers being 447 come from?
Its a service number or international.





A lot of cellular providers have test phone in their retail outlets that have special service numbers that cant be dialed too.





Many cellular providers have lost track of many of these....so people are just making free calls from them without any prosecution or possibility of a trace....what-so-ever....Where could a 12 digit phone number, with the first 3 numbers being 447 come from?
Out of country, a lot of the time it comes up as weird numbers, it was probably just a wrong number
